Michael Lynch received his Ph.D. in Political Science from Washington University in St. Louis in 2007. His research focuses on American politics, Congress, and quantitative methods. He is especially interested in the effects that rules and institutions have on which policies are possible in the US. He is currently working on a project which looks at changes in the use of roll call voting and unrecorded voting throughout the history of Congress. He has published work that assesses the constraining influence of majority rule voting and am looking at the president’s recess appointment power and its impact on the balance of power between Congress and the president. Dr. Lynch teaches undergraduate courses on a variety of American politics topics and teach graduate legislative politics and quantitative methods courses.</text>
