Academia Sinica was China's top academic research academy. Note that the document is signed by the President of Academia Sinica, and also has the imprint of the academy's seal. The original is housed in the Academia Sinica files (393-360) at the Second Historical Archive in Nanjing China. I located and copied the document during a visit to the archive in May 2011.
